"Missions One, Two and Three" in the California Global Connect program provided 44 California companies the chance to speak directly with buying authorities who introduced them to opportunities in Chile, Colombia and Mexico. Building on that success, we will now transition from Latin America to Europe to showcase defense opportunities with NATO in general, and Poland in particular.

Over the course of this two-part mission qualified California defense companies, including those with a cybersecurity focus, will be introduced to acquisition officials from NATO, potential industrial partners in Poland and US government officials who can offer assistance in the sales process. Delegates will first meet publicly with these officials who will explain their plans, priorities and procurement process to the full group. For phase two of the program, California companies will have opportunities to meet privately one-on-one with government ad private sector officials to present their products and services and receive immediate feedback on next steps forward.

Why NATO and Poland?

Over the past years, NATO has been overhauling and streamlining its acquisition agencies. Fourteen agencies, all accredited to procure, have been amalgamated into two main acquisition agencies: NCI-A and NSPA. The agencies account for over 80% of NATO procurement. NCI-A, or NATO Computer Information Agency is the principal agency involved in the research and development, procurement and implementation of Consultation, Command and Control within NATO. NCI-A procures technology that can support the objectives of its NATO member nations, partner nations, and Crisis Response Operations. California companies are well-positioned to win business with both NCI-A and NSPA.

Poland remains a major defense ally of the USA. The country is in the midst of an ambitious and ongoing military modernization program for which it has allocated significant budget resources. In fact, by law, Poland is required to spend a set percentage of its entire national GDP on defense. American technology is held in high regard in Poland, and US defense industry suppliers are well-positioned to win business over their international competitors, as Raytheon, Lockheed Martin and many other defense contractors can attest. California small businesses have a large range of opportunities to partner with both American and Polish OEM's on land defense, aircraft, engine technologies and other components. 

Cybersecurity has risen in importance in Poland and throughout the NATO alliance. California companies with expertise in this field are strongly encouraged to join the mission.

Step-by-step Session Format

The overall program is composed of five component segments that take place over the course of up to three weeks.

1- Upon registration and acceptance into the program all program participants will be provided briefing materials to assure a common foundation and up-to-date summary of current market conditions. 

2- In advance of the live interactive online event each company’s profile including product information, web links and video messaging (if provided) will be circulated to the panel of foreign presenters / participants. 

3- Group Session(s): Presentations by vetted buying authorities who have expressed interest in the products and services provided by the delegation. Each presentation culminates in Q&A opportunities for the delegates. 

4- B2B Meetings: With the information provided by each delegate, we request that our presenter(s) recommend a specific individual/office with relevant interest and management responsibility to meet with the delegates one-on-one. Depending on availability, the meetings may take place on the same day as the group discussions or may be scheduled for a later, mutually-agreed, time and date.

He was a business and real estate consultant from 2012 to 2018, a financial strategist and e-commerce manager for Styles for Less Inc. from 2006 to 2011 and a senior contracts administrator at Autoweb.com from 2005 to 2006. He earned a Master of Business Administration degree from the University of California, Davis and his undergraduate degree from San Diego State University.

Most recently, she worked on international affairs and trade issues for the U.S. Congress as a Senior Project Manager at the U.S. Government Accountability Office. She has a BS in Public Administration with honors from the University of Arizona and an MPP from U.C. Berkeley’s Goldman School of Public Policy.

Diana joined the Governor’s Office of Business and Economic Development (GO-Biz) as the Special Advisor for International Affairs and Trade in October of 2015. Diana manages the export strategy of GO-Biz’s International Affairs and Trade team with Senior Advisor Kaina Pereira. Diana is also the primary manager between GO-Biz and the California Department of Food and Agriculture in overseeing the implementation of California State Trade Expansion Program (STEP) funded activities. She works closely with regional specialists at the U.S. Commercial Services, Foreign Consulates, industry trade associations and country contacts to promote California exports of goods and services, as well as encouraging the location and expansion of companies from around the world into California.
Diana formerly served as the International Special Projects Manager at the Northern California Center for International Trade Development (CITD). As the Special Projects Manager, Diana organized export/import seminars and foreign training delegations. She assisted the Director to lead over one hundred trade missions to and from California. In 2010, Diana served as the Statewide Ag Co-Coordinator to implement the Memorandum of Agreement the CITD entered with the California Department of Food and Agriculture.

Diana earned a bachelor’s degree in political science with an emphasis in international relations from the University of California, Davis.

Thomas J. Kallman is the President and CEO of Kallman Worldwide, Inc. an international marketing and exhibition management firm headquartered in Waldwick, New Jersey, with affiliate offices in Washington, DC; Charleston, SC; Dallas and Houston, TX; Santiago, Chile; London, UK and Tokyo, Japan. In 1989 Tom joined the predecessor company, Kallman Associates, founded ifby his father Jerry Kallman Sr. in 1963, and created the Aerospace Division. Under his direction, the company succeeded in organizing the largest-ever U.S. Pavilions at the Paris Air Show in successive events beginning in 1997 through 2019. Similar marks were set at the Farnborough Air Show from 1998 through 2018, and at other aerospace industry events spanning the globe. Over the last three decades, Tom has applied the same successful formula for portfolio growth to other industry sectors, recruiting and assisting U.S. companies in healthcare, environmental, mining, oil and gas, renewable energy, water, maritime & security, agricultural equipment and food. Kallman Worldwide presently supports nearly 1,500 companies each year in destinations around the world, often partnering with the U.S. Department of Commerce and other federal and state government agencies. Kallman Worldwide’s work with the aerospace industry grew out of Tom Kallman’s love of flying nurtured during four years at the U.S. Air Force Academy. A graduate of the Class of 1981, he went on to tally over 1500 flying hours in the T-33 and nearly 1000 hours as an F-15 instructor pilot over his nine-year tour of duty.

Cynthia Biggs arrived in Warsaw, Poland in August 2020 to serve as the U.S. Embassy’s Commercial Counselor. In addition to overseeing trade promotion and commercial diplomacy activities across Poland, she is also responsible for the Lithuanian market. Cynthia most recently served as the Principal Commercial Officer in the U.S. Consulate General in Frankfurt departing Frankfurt in 2019.
Prior to her tour in Germany, Cynthia was posted at the U.S. Consulate General in Calgary, Canada where she was promoted to the Senior Foreign Service. Her previous assignments include a domestic tour in Chicago, Illinois, Senior Commercial Officer in Bucharest, Romania, Vice-Consul for Commercial Affairs in Monterrey, Mexico and Senior Commercial Specialist in Caracas, Venezuela.
Cynthia attended Western Michigan University in Kalamazoo, Michigan graduating with a degree in Communications and minors in Marketing and Journalism. Prior to joining the U.S. government, Cynthia worked for WUHQ-ABC TV in Battle Creek, Michigan, the Kellogg’s Corporation in Venezuela, and ABC News - New York as the Contributing Correspondent for Venezuela.
Cynthia was certified as a Family Constellations Facilitator in 2008, participating in workshops in Romania, Spain, and several U.S locations. She became a certified Dream Manager in 2008 and has facilitated courses in Chicago, Canada and Germany.
Cynthia has spent almost 35 years living outside the U.S. in Brazil, Canada, Germany, Mexico, Romania, Venezuela and now Poland. Cynthia speaks fluent Spanish and was trained in Romanian, Portuguese, German and Polish.

Hubert Stępniewicz is a manager with many years of experience in restructuring and development of companies. He started his professional career at Fund.1 NFI where he supported the implementation of restructuring projects. In the following years, he managed Hygienika S.A., which after the reorganization was introduced on Giełda Papierów Wartościowych S.A. in Warsaw (2002-2005), and also held the position of President of Zakłady Naprawcze Lokomotyw Elektrycznych in Gliwice, where he implemented a development program which ended with the sale of the company to an industry investor (2005-2009). Recently (2016-2020) he was President of the Management Board of H. Cegielski Fabryka Pojazdów Szynowych in Poznań, where he was responsible, i.a., for the development and effective implementation of a restructuring program based on the optimization of production processes, logistics and design. Hubert Stępniewicz is, i.a., a graduate of the Warsaw School of Economics (faculty of finance and banking).

I am pleased to announce that Willis Brown has joined Sikorsky in the Sales and Marketing organization as Senior Manager, Business Development, Middle East and North Africa (MENA). Willis will be based in Riyadh, Kingdom of Saudi Arabia, and will report directly to me.
In this role, Willis will provide leadership for Sikorsky’s business development efforts which include providing customer support, championing key campaigns and building strategic partnerships in the region. Willis will also play a significant role in creating regional strategies to enhance Sikorsky’s presence in the region, with particular focus on working closely with SAS to coordinate aftermarket activities. He will work with SAS to promote upgrades, modifications, and spares to regional operators, which includes adding business to our AMMROC joint-venture in the UAE.
Willis brings with him global experience and deep product and industry knowledge. He has almost three decades of experience in international business development, with activities taking him throughout Europe, Asia, Africa, South America, Russia and most notably, the Middle East, where he served as President, Hughes Middle East Ltd. and later as Vice President Business Development for Alsalam Aircraft Company, a joint venture Part 145 MRO owned by Saudi Arabian Airlines and Boeing. Willis has also had executive and leadership experience at ITT Industries, Wamar International and McDonnell Douglas Corporation.
Willis Brown received his undergraduate degree in Business Administration from Auburn University, and a Masters in Business Administration from the University of Puget Sound. He served as a helicopter pilot in the U.S. Army and served five additional years in the Army National Guard.

In addition to his bilateral responsibilities, Ira is the Department of Commerce’s is co-lead for the global Defense Affinity Group. Ira speaks French and Dutch and holds a Bachelor’s in Political Science and a Master’s in International Relations from the Catholic University of Louvain-la-Neuve.

Colonel Edward T. Spinelli is the Chief of the Office of Defense Cooperation accredited to the U.S. Missions to Belgium and the Grand Duchy of Luxembourg. He also coordinates on all transatlantic security cooperation policy issues with the U.S. Missions to the North Atlantic Treaty Organization and the European Union. Colonel Edward T. Spinelli received his commission in 1997 through the Air Force Reserve Officer Training Program upon graduation with High Honors from the Rochester Institute of Technology with a Bachelor of Science degree in Information Technology. He completed basic Air Battle Manager Training at Tyndall Air Force Base, Florida, in 1998 and was assigned to the 552d Air Control Wing, Tinker Air Force Base, Oklahoma. Following his qualification on the E-3 he was assigned to the 965th Airborne Air Control Squadron as an Air Weapons Officer. In 2000, he completed Air Surveillance Officer training and was transferred to the 960th Airborne Air Control Squadron as an Assistant Flight Commander. In 2002, he was assigned to the NATO E-3A Component at Geilenkirchen Air Base, Germany, where he served as Chief, Operations Wing Plans and then as Chief, Allied Forces Southern Europe Exercises. Upon completion of this assignment in 2005, he returned to the United States as part of the 729th Air Control Squadron, Hill Air Force Base, Utah where he served in several roles including Chief, Current Operations, Assistant Director of Operations, and finally Director of Operations. In 2008 he was again assigned to Tinker Air Force Base where he served in the 552d Operations Support Squadron as Assistant Director of Operations and the 552d Air Control Wing where he was Director, Wing Inspections and Readiness. In 2011 he transferred overseas to Poggio Renatico, Italy where he served in several capacities including Chief, Command and Control Operations, Director, DARS and Director, US National Support Element. In 2013 Lieutenant Colonel Spinelli returned to Geilenkirchen, Germany as Director of Operations for Flying Squadron 2 and finished his tour as the Commander of both Flying Squadron 1 and the United States E-3A Air Force Element Operations Squadron. From there he moved to the 603d Air Operations Center in Ramstein Germany as the Deputy Chief of the Combat Operations Division. Col Spinelli completed his tour in Ramstein as the Deputy to the Director of Operations, Strategic Deterrence and Nuclear Integration for the United States Air Forces in Europe and United States Air Forces Africa (USAFE-AFAFRICA A3/10) where he assisted with the oversight of the tactical nuclear enterprise, operational planning and execution, combat training and readiness, command and control policy for both Commands.
Colonel Spinelli is a Master Air Battle Manager with over 2,300 flight hours in the E-3 and is a veteran of nine combat deployments. He has been married to Astrid Spinelli, née Wenmeekers since 2007.

NATO Communications and Information Agency (NCI)

Agata Szydelko is Deputy Director of Acquisition in NATO Communications and Information (NCI) Agency, in charge of Directorate Business Operations, Acquisition Life Cycle, and Neo e-Procurement Change Management. Previously NCI Agency Principal Account Manager, led establishment of five multinational projects and Communications and Information Partnerships with several NATO and Partner nations, and established the first online NCI Agency Customer Services Catalogue. Before that, she was NCI Agency Senior Contracting Officer in charge of C4ISR acquisitions in support of ISAF and KFOR, software enterprise agreements, and led coordination of the Basic Ordering Agreements (BOA) Programme. Prior to joining NATO, she held posts of International Business Director and Sales and Marketing Director in private IT industry.
Mrs. Szydelko received Master’s degree in Management and Marketing at Wroclaw University of Economics, and in 2012 graduated from NATO Executive Development Programme.
In recognition of her work at NATO, in 2015 Mrs. Szydelko was presented with a Medal of Merit for National Defence by the Polish Minister of National Defence.

Chief of the Market Research and Industry Information Section within NSPA Procurement Directorate since 2016, he performs as focal point for general information to industry amongst other tasks.
Previously, between 2010 and 2016, as Senior Procurement Officer supported a number of programmes including support to operations and supply of defence materiel through electronic contracts.
Mr. Ferrer Lopez joined NAMSA, one of the Agencies that would later form NSPA, as Logistics Officer in 2004 from the Spanish Navy Supply Corps.
He holds a university Degree in Business Studies and a Master in Economics.
The NATO Support and Procurement Agency (NSPA) brings together, in a single organization, acquisition, logistic, medical and infrastructural capabilities, operational and systems support and services to the NATO nations, NATO Military Authorities and partner nations. As NATO's primary enabler, the Agency's mission is to provide effective and cost efficient multinational solutions to the Alliance, its 30 Nations and Partners.
Since its establishment in 1958, NSPA acquires, operates, and maintains everything through an unbiased link between industry and the nations: from weapon systems to fuel delivery, port services, airfield logistics, medical and catering services or base support services for troops stationed across the world. NSPA is a customer-funded agency, operating on a "no profit - no loss" basis. The business activity has grown nearly fourfold in the last decade, reaching an annual business volume of €4 billion.
