Ambassador Eleni Kounalakis | Lieutenant Governor of California, State of California

Ambassador Eleni Kounalakis was sworn in as the 50th Lieutenant Governor of California by Governor Gavin Newsom on January 7th, 2019. She is the first woman elected Lt. Governor of California. A native Californian, she visited each of the state’s 58 counties during her historic campaign.

From 2010 to 2013, Kounalakis served as President Barack Obama’s Ambassador to the Republic of Hungary. Kounalakis was the first Greek-American woman – and at age 43 one of America’s youngest – to serve as U.S. Ambassador. Her highly acclaimed memoir, “Madam Ambassador, Three Years of Diplomacy, Dinner Parties and Democracy in Budapest” (The New Press, 2015), chronicles the onset of Hungary’s democratic backsliding.

Governor Jerry Brown appointed Kounalakis to chair the California Advisory Council for International Trade and Investment in 2014. Kounalakis was a Virtual Fellow at the U.S. Department of State, Bureau of Intelligence and Research (INR) between 2014 and 2017, specializing in international trade and immigration. She is currently a director of the Association of American Ambassadors and a National Democratic Institute (NDI) “Ambassadors Circle” advisor.

Prior to her public service, Kounalakis was president of one of California’s most respected housing development firms, AKT Development, where she worked for 18 years. She built master-planned communities and delivered quality housing to the Sacramento region’s working families – recognizing her as one of the capital region’s most prominent businesswomen. Passionate about early childhood development, Kounalakis served as a member of California’s First 5 Commission and the California Blue Ribbon Commission on Autism.

Eleni Kounalakis graduated from Dartmouth College in 1989 and earned her Masters in Business Administration (MBA) from U.C. Berkeley’s Haas School of Business in 1992. She holds an Honorary Doctorate of Laws from the American College of Greece. She is married to Dr. Markos Kounalakis and the couple has two teenage sons, Neo and Eon.

Jeff Geiger | Commercial Officer, U.S. Commercial Service, U.S. Department of Commerce

Jeff Geiger joined the Foreign Service in 2013 and is currently the Commercial Attaché in Bogota, Colombia. His portfolio in Colombia includes SelectUSA, IPR, defense and security, infrastructure, energy, and automotive. Prior to Bogota he served in Riyadh, Saudi Arabia, for two years where he covered defense, infrastructure, automotive, transportation, and SelectUSA.

Before joining the Foreign Service, Mr. Geiger worked as an International Marketing Specialist for the Virginia Economic Development Partnership in Richmond, Virginia. He has also worked as a consultant with a management consultancy in Northern Virginia, a policy analyst with the Virginia Joint Legislative Audit and Review Commission, and a Spanish and Portuguese interpreter.

Mr. Geiger earned a BA from Earlham College, an MA from the University of TexasAustin, and studied Economics and Mathematics at George Mason University. While an undergraduate, he studied for two semesters in Mexico and one semester in Brazil. In graduate school he spent two semesters at the Federal University of Bahia in Brazil. He is a resident of Virginia and speaks Portuguese, Spanish, and basic Arabic.

Gen (Ret.) Flavio Ulloa | President of Lead Consulting Group, Former Manager of CIAC, Former Chief of Joint Staff of the Colombian Military Forces

General (Ret.) Flavio Ulloa is graduated as Pilot Officer and Aeronautical Administrator from the Military School of Aviation, with a specialization in Strategic Planning, Academic and Flight Instructor, Aeronautical Maintenance Officer, Director of Air Defense Battle, Master in Security and National Defense of the Higher School of War and graduated from the INALDE Senior Business Management Program.

Combat and transport pilot in Mirage, Kfir, Avro and C-130 Hercules aircraft, with more than 7000 flight hours.

During his military career, he held the positions of Commander of the Combat Squad, Commander of the Flight Training Group and Cadets, Director of the Air Force Command and Control Center, Commander of the Military Transport Air Command, Commander of the Air Command of Combat No. 2, Chief of Aeronautical Logistics Operations, Chief of Air Operations, Second Commander and Chief of the Air Force General Staff and his last position was Chief of Joint Staff of the Colombian Military Forces.

After his retirement from the COLAF, he served as manager of the Colombian Aeronautical Industry Corporation for about 5 and a half years. During this time, I lead the implementation of the AS9100 / 9110, ISO 14001, BASC, ISO 28000, SMS (Operational Safety Management System), certification in maintenance of Boeing 737, ATR-42 aircraft and NDT before the FAA from the United States, certification as an MRO from AIRBUS and EMBRAER and the implementation of SAP’s ERP. During his administration, the manufacture of 25 T-90 Calima training aircraft was completed, the major maintenance of four C-130s and the modernization and extension of the useful life of thirteen T-27s and two UH-60s.

Francisco is a Mechanical Engineer from the Universidad Pontificia Bolivariana and a Specialist in Production and Service Management from the Escuela de Ingeniería de Antioquia. Diana Cardona | Structuring Vice President, National Infrastructure Agency – ANI

Diana Cardona has an Economics degree from the Gran Colombia University an a Master’s degree in environmental economics and natural resources from Los Andes University.

She is from Armenia (Colombia) and she has been providing her expertise in the infrastructure sector as advisor in the President’s office of the National Infrastructure Agency, specially, in subjects related to structuring PPP transport projects.

Cardona has participated in several researches related to strengthening the quality of assessments in the environmental licensing process, using economic assessment approach and environmental public policy analysis. Additionally, she has participated in several studies related to economic valuation methods for nonmarket goods through statistical and econometric analysis in order to assess the changes in social and environmental welfare.

She has been professor at several universities, including Los Andes and Sabana University on issues of microeconomics and economic theory.

Currently, Cardona is the ANI structuring vice president, where she has taken forward several processes, including the first 5G project Malla Vial del Valle Del Cauca – Accesos Cali Palmira- Magdalena River PPP, Canal del Dique and La Dorada – Chiriguaná railway

Juan Carlos Salazar | General Director Of The Colombian Civil Aviation Authority

Juan Carlos Salazar Gómez is a lawyer from the Universidad Pontificia Bolivariana de Medellín, with specializations in Commercial Law and Tax Law, also he has a master’s degrees in Aeronautical and Space Law from McGill University in Canada and in Public Administration from Harvard University. He has more than 23 years of experience in the aeronautical sector and extensive knowledge of the air industry.

He began his professional career as general secretary and legal director of Tampa Airlines, he was general director of Air Transport in the Ministry of Transport, head of the Air Transport Office and secretary of the Civil Aeronautics Board of Directors, in addition to serving as Transport advisor Air of the General Authority of Civil Aviation of the United Arab Emirates (GCAA) in Dubai. Mr. Salazar is fluent in English and French, he was a Colfuturo fellow and rated one of the 100 most outstanding Colombians abroad in 2014 by Procolombia.

Prior to this, Diego was Corporate Business rep at Johnson&Johnson, a company lead on medical devices products based in Bogotá , where he started his professional career in 2015, he held strategic private accounts related to the three business units.

Science, Technology and Innovation Directorate

The Science, Technology and Innovation Directorate’s main function is to define the strategic line in science, technology, and innovation (CTeI) of the Defense Sector, within the framework of the modernization program of the Comprehensive
Defense and Security Policy for Prosperity. For this, this Directorate interacts between the Sector and the other actors, in order to promote a close University-Company-State relationship.

In order to comply with the foregoing, the Directorate is aware of all the sectorial initiatives in matters of CTeI and is leveraged on intellectual property and industrial and social cooperation – offset as tools that allow to contribute to the technological development of the sector and ultimately from the country.

The Ministry of National Defense (MDN) has decided to concentrate its efforts on some technological areas that must meet the following characteristics: represent needs of the Sector and support the war plan, become technological areas that are transversal to all the Forces, have a potential application dual (i.e. in society, outside the military sphere), and be sustainable in the long term. These technological areas have been called Betting or Strategic Programs and their development will ensure a national technological independence, which will lead to turn them into a development pole of the Nation once they have been appropriated by society. The first programs that the Ministry of National Defense will focus on are  modeling and simulation, radars, and operational health, and will have the support of local authorities, academia and Colciencias through the Science and Technology for Defense and Security Program. Likewise, in more general terms, the MDN will seek to encourage research and development both in the Forces and in the Sector’s companies, expand the Sector’s technological base, improve the management of Intellectual Property and achieve that technological responses are generated that provide sustainable solutions both to the Forces and to society.
